Through LACIE, providers have access to demographic and medical information from other LACIE partner organizations when there is a shared treatment relationship with a patient. Through our membership in eHealth Exchange, our participants can connect with organizations across the nation, like the Veterans Administration, Department of Defense, and other Health Information Networks.

Only approved users at LACIE partner organizations are provided with access to patient information. Authorized users must follow all policies and applicable laws, such as HIPAA, when accessing information. Failure to adhere to data sharing policies can result in the removal of the individual or organization from participating, as well as civil and criminal penalties.

Data safety and security is a critical component of this work. LACIE follows all state and federal privacy laws, and requires that providers not only do the same, but have internal policies and access controls to ensure compliance as well. LACIE also works closely with our technology partner and utilizes advanced security measures like system checks and monitoring tools. Finally, LACIE performs routine audits of our practices, the practices of our providers, and our technology systems.

Before electronic health information exchanges, health care providers shared information directly through mail, fax, and phone. These methods are more expensive and time consuming and not as secure. By utilizing a Health Information Exchange, providers have secure, real-time access to patient data which saves time and money and is proven to improve outcomes for patients.

Privacy and Security Frameworks

HIPAA Compliance: Healthcare organizations accessing information from HIEs, including LACIE, must adhere to the Health Insurance Portability and Accountability Act (HIPAA). This federal law regulates the sharing of patient information for purposes related to treatment, payment, and healthcare operations. The HIPAA Privacy Rule also permits information sharing for public health purposes under specific conditions.

Data Protection Agreements: Entities participating in HIEs are required to sign comprehensive data sharing and trust agreements. These agreements ensure that the shared information is protected through established confidentiality and accountability standards.
